On the French Polynesian island of Tahiti, the High Commissioner of the Republic and French government official De Roller (Magimel) is a calculating man with flawless manners. His somewhat broad perception of his role brings him into contact with powerful people in high end environments.
He also frequents less-traveled venues where he mingles with the locals. His day-to-day schmoozing is interrupted, however, by a persistent rumors and the sighting of a mysterious submarine off the coast, whose ghostly presence could herald the return of dangerous nuclear testing.
